Why This Work Matters

A small number of repeat offenders are responsible for a disproportionate share of violent crime in Louisville, accounting for hundreds of felony cases and thousands of charges each year. This reality underscores the importance of a more coordinated, data-driven approach that strengthens accountability, improves system responses, and helps reduce future violence across our community.

The day-to-day work of ROI is about bringing the right people to the same table with the same data and making sure the system responds accordingly, “We're proud to do that alongside the law enforcement agencies, prosecutors and community organizations who make this kind of coordination possible. Together, that's how Louisville changes its trajectory on violent crime.
Joshua Chavez, Louisville Metro Police Foundation Director of Crime Reduction Programs.
Much of the crime in Louisville is driven by a small group of individuals. LMPD’s Crime Reduction Strategic Plan focuses on apprehending the most violent offenders, removing illegally possessed firearms and ensuring successful prosecutions. We welcome the Repeat Offender Initiative, which brings the right partners together to share critical information and act on it together.
Chief Paul Humphrey, Louisville Metro Police Department

Driving Real Impact on Violent Crime in Louisville

The Repeat Offender Initiative is helping Louisville take a more focused, coordinated approach to reducing violent crime. By bringing together law enforcement, prosecutors, and community partners, the Louisville Metro Police Foundation is strengthening communication, improving transparency, and supporting more informed decision-making across the public safety system. This work is centered on identifying and addressing patterns of repeat offending, ensuring responses are timely, consistent, and effective. At the same time, the initiative supports prevention efforts that address underlying risk factors and create opportunities for long-term change. By combining data-driven insights with strong collaboration, the initiative is enhancing support for officers, improving system-wide accountability, and helping build safer neighborhoods across Louisville.
